The episode was designed to be a budget-saving one, hence the action all takes place on the regular standing sets (a "bottle show") and there is only one guest star.
The guest star, Tom Virtue, who plays Baxter, also plays the Supervisor in "Workforce, Part 1".
Shooting under-ran by eight minutes, so little scenes such as Sandrine chatting up the Doctor were added.
Although Voyager has two holodecks, there is only one set, which shows the holodeck entrance doors, the immediate corridor outside and the holodeck control panel on the wall.
Michael Piller said that he was anxious to move the season in a new direction after exhausting the string of middling first-season episodes. He felt that this episode in particular did some character damage that he would try to repair in the next episode "Parturition". "After Twisted, I was terribly concerned about Neelix. I was afraid we were going to destroy this character if we made him the buffoon of the ship. If all he is, is comic relief, we're in trouble. The jealousy he was showing toward Kes was becoming irritating, so we wanted to put that to bed quickly."
Tim Russ: "I think it's going to be inevitable that Tuvok is going to develop more relationships with the crew. Apart from the captain, whom he already has a relationship with, you're going to see more relationships developed because he's isolated out there with everyone else. It's just like being in the trenches of war; it does draw people together. It's much stronger as opposed to when you're in Federation space and basically just doing a job. Now you've got more than a job; there's more at stake. You know every day could be your last day; you've got nobody to help you out there. So it's much more of a bond that's got to be created.
You're forced into that, and I think what you're going to see is his understanding of the way human beings are is going to be more profound as well as his effort to be more understanding. He'll make gestures to try and communicate, like when he lets Kim go to the birthday party by telling him, "Well, I imagine you could inspect the conduits in the holodeck," without saying "You're allowed to go."
We know what he means, and that's the kind of thing that I'm talking about. He understands that this means a great deal to this person, even though Tuvok could care less about it. But he understands that this is something important to Kim and he's trying to communicate and work with them on a level other than that of being military."
