Wixiban was an old friend of Neelix's. In the past, the two had worked together on several less-than-legal ventures. The last of these had landed Wixiban in prison.

Bahrat was the manager of the trade station near the Nekrit Expanse in the Delta Quadrant. Bahrat was especially cautious of security on his station, making sure everything proceeded smoothly and that there was minimal to no illegal activity or trading. Due to the extensive amount of work to do on the station, Bahrat would be continuously preoccupied with issues.

he assisted B'Elanna Torres with maintenance on Voyager's plasma injectors during the ship's visit to the Nekrit Expanse. He also adjusted the control interface on Neelix's food replicators and was present in engineering when Neelix came down to steal some warp plasma.

When USS Voyager visited the depot in need of supplies, Neelix met with an old friend named Wixiban. Wix told Neelix that his contact Sutok could provide the supplies needed, if Neelix helped Wix deliver some goods for him. They met with Sutok, and Neelix realized that the goods were narcotics. A fight broke out and Sutok was killed by Wixiban.

Tosin was a Kolaati trader who dealt in illegal substances near the Nekrit Expanse. In 2373, after a prior deal with Wixiban and Neelix had failed, Tosin agreed to spare their lives only if they delivered three grams of warp plasma. Several people were injured and one killed when one of Tosin's men fired his weapon, igniting the warp plasma. Tosin and his men were taken into custody by Bahrat soon after.

Neelix met with the map dealer in hopes of obtaining a map of the expanse. The dealer told him that there were no maps of the expanse, as it was too unstable to chart.
