Neither Janeway or The Doctor should have even considered B'Elanna's request to genetically resequence their child, as this was strictly forbidden after the Eugenics Wars that were started by Khan Noonien Singh and other genetically-engineered 'supermen'. This was shown in great depth on Star Trek: Deep Space Nine with Dr. Bashir before this episode aired and seems to have been totally ignored here.
