This arbitrator was a Federation official who presided over a legal dispute between holonovel publisher Ardon Broht and The Doctor in 2378 after Broht published The Doctor's holonovel Photons Be Free despite having agreed to hold off until The Doctor completed a revision. Broht argued that, as a hologram, The Doctor had no legal right to contest his actions. Though the arbitrator was unwilling to make any sort of legal ruling as to the rights of holograms, he did rule that Broht had breached the contract and ordered him to withdraw the holonovel from circulation.

Broht agreed to publish the holonovel Photons Be Free, written by the EMH aboard USS Voyager. However, when The Doctor asked him to hold off distributing the novel, pending revision, he went ahead and published it anyway. He then refused to withdraw it, asserting that The Doctor had no rights to the novel as he was a hologram, not a person. An arbitration hearing later gave The Doctor rights to the novel, which he then withdrew from circulation.

She contacted Starfleet asking them to tell the USS Voyager that she would like to contact her niece, the former Borg drone Seven of Nine. Starfleet informed her and Seven contacted her aunt soon afterwards. The two of them discussed Seven when she was a little girl. Irene told her that she was "the most stubborn six-year-old [she'd] ever met" and that it was wonderful to see her again.

Torres had some business on Kessik IV, the planet his family used to reside on, where he visited their old home. Shortly before her return to the Alpha Quadrant in 2378, John got to talk to B'Elanna via subspace, for the first time in twenty years, in the hopes of reestablishing a relationship with his daughter. Although she was initially reluctant to speak with him, her husband Tom Paris convinced her to do so.

On her birthday in 2378, she finally got the chance to speak to him face-to-face for the first time in seven years. During the conversation she stated that Harry was very popular with her 8th graders. She was hoping he could record a short presentation about what it is like to command a starship.
