As we see on Enterprise, the Vulcans established a presence on Earth since First Contact, and supervised Earth's progress with warp technology and space exploration. As is a recurring theme on that series, the Vulcans felt it would be wrong and dangerous to help humans (or any other race) advance too quickly - despite the fact that humanity had already discovered warp technology. As such, it is hard to believe that the Vulcans would have let Earth send the "Friendship One" probe, for fear of interfering with a pre-warp civilization.
   
It's an amazing coincidence that the alien who is supposed to sneak aboard the Flyer, and is therefore the one captured by Voyager, just happens to be a scientist with a theory on how to solve the radiation problem.
   
Surely Starfleet medical technology and/or Seven's Borg nanoprobes would have little difficulty in reviving Carey on his return to the Voyager?
   
Considering how in The Next Generation, it's explained that transporters can disable weapons, why doesn't Janeway respond to the hostage-taker's demands by just saying, "Sure, why not?", getting him to set up the pattern enhancers, and beaming him and his people up. While they were in transport, someone could disable their weapons (Or simply remove them) and then Janeway could sit them down and discuss their grievances rationally.
