For centuries it was believed that Captain Kathryn Janeway had started the great war that nearly wiped out the Kyrian race. In the Kyrian interpretation of events, Daleth negotiated with Janeway, that in exchange for stabilizing a cyclic wormhole, Janeway was to find Tedran, the leader of the Kyrians. However, Janeway started to commit genocide using deadly biogenic weapons against the Kyrian race to make the leader bow down to Janeway. When Daleth protested, he was put in the brig. After Tedran was captured, he gave an "enlightened" speech to Janeway saying that what she did was wrong and unjust. Moments later, Ambassador Daleth was forced to witness Tedran and his aide's executions. Tedran cited Daleth for shaming both races. Later, it was The Doctor who was able to prove that it was Daleth and Tedran who started the war, Daleth having committed the first act in the war by killing Tedran when he temporarily held Seven of Nine and another crew member hostage.

Male

While examining some old ruins, Quarren discovered Voyager's EMH backup module and activated it. Horrified at the way Voyager and its crew are portrayed in Kyrian history, The Doctor told Quarren the truth about the war in an attempt to correct the historical inaccuracies. The Doctor discovered a tricorder that he believed contained scans which would prove that Voyager had nothing to do with the civil war, and a Kyrian hero was not killed by Janeway. While examining the tricorder, Quarren spoke of his old fascination with Voyager, the Doctor reflecting that Quarren would have made a fine addition to their crew. When a group of Vaskans learned about the hologram, they attack and destroy most of the museum because it was filled with lies. Fighting also erupted outside in the streets. The Doctor told Quarren to deactivate his program because it might cause another civil war. Quarren refused, stating that the truth is important, or his people will continue to kill each other over the same old lies and misunderstandings. He and the Doctor proceed to find more evidence of the truth about the civil war, and to educate the people.

Tabris was a Kyrian female who became the curator of the Kyrian Museum of Heritage after the death of Quarren. She explained to the visitors how Quarren, along with The Doctor, had found out the truth about the great war between the Kyrians and Vaskans. This led to a better understanding and unity between the two races, ending hundreds of years of hostility.

SPECIES: Kyrian Male

He was considered a martyr by the Kyrian people, who believed that he was captured by the crew of Voyager after they negotiated an alliance with the Vaskans. The Kyrians also believed that Tedran was executed by Voyager Captain Kathryn Janeway. Hundreds of years later, the truth was revealed when Quarren, a historian, activated Voyager's back-up EMH program. In reality, while the crew were in trade negotiations with the Vaskans, Tedran had led a group of Kyrians in a raid on the ship. In the course of the attack, the Kyrians had taken hostages. After Tedran was subdued by the crew of Voyager, he was killed by the Vaskan ambassador, who fired without warning.

The Kyrian arbiter was part of a commission formed to investigate Quarren's activation of USS Voyager's EMH program. The Doctor gave startling evidence that the account of the great war between the Vaskans and Kyrians was incorrect. The arbiter wanted the investigation stopped and the EMH program deactivated. She believed that this was an attempt by the Vaskans to blame the war on the Kyrians and further subjugate her people to second class status. Her objections were overruled and the investigation continued.

SPECIES: Vaskan Male

This Vaskan was a visitor to the Kyrian museum that depicted the Vaskan-Kyrian War. He questioned how accurate the depiction was, saying that all it was relics and musty fossils. He said that he had Kyrian friends, but resented that the Vaskans were being blamed for the war. He did not want his children to be taught that the Vaskans were villians.

The Vaskan Arbiter was part of a commission to investigate Quarren's activation of the EMH Program of USS Voyager. The Doctor gave startling evidence that the account of the great war between the Vaskans and Kyrians was incorrect. The arbiter allowed Quarren to continue his research and keep the Doctor's program running.
