It is revealed in this episode that the Hansens set out with the expressed intent of studying the Borg. It is also stated that Starfleet had expressed concerns for security, but that the Federation had nonetheless given them a ship. This is not consistent with several previous episodes, particularly the Next Generation's "Q Who?", in which Q first introduces the Enterprise (and consequently the Federation) to the Borg.
