When Barclay is grasping at straws to explain the disappearance and possible theft of his holoprogram, he suggests to Harkins that maybe the Romulans took it because, "The Romulans have been curious about Voyager for years..." This is a possible reference to the first season episode Eye Of The Needle, in which the Voyager crew communicate backwards through time with a Romulan Captain from many years in the past.
