Gar had an affair with a married woman, who talked her husband into introducing him to a trader on Velos named Kipp. He obtained 3,000 induction units from Kipp, but never paid for them. He then sold the units to a Telsian asteroid miner, stealing 20,000 kilograms of iridium ore in the process.

Gar traded the iridium to the USS Voyager, and during his time aboard he claimed he had food poisoning and spent the night in sickbay. There he stole the mobile emitter and replaced The Doctor with a primitive facsimile from an EMH training file, which was not discovered until after he was gone. He then sold The Doctor to Administrator Chellick of the Dinaali Hospital Ship 4-2.

After following the warp trail of Gar's ship proved fruitless, the USS Voyager crew tracked his activities backwards through the people he cheated, until they learned that he was headed to a gambling tournament on Selek IV. Voyager captured him en route, and Neelix "persuaded" him to divulge the whereabouts of The Doctor by feeding him food poisoned with Talaxian wormroot, which caused abdominal pains that Neelix claimed would worsen over thirty to forty hours.

When The Doctor's matrix was stolen and sold to Chellick, Voje explained to him that the patients on level blue received the best treatment because of their high treatment coefficient. He helped The Doctor secure treatment for the low-level patients by giving treatment that Chellick refused to give them. After The Doctor was placed on level blue, Voje helped him sneak back to Level Red, where they administered drugs that The Doctor had stolen from level blue. He helped frame Chellick into giving all patients the proper care by drugging Chellick, who would have died if he did not cooperate.

He was diagnosed with a chromoviral infection, and originally did not get the medicine needed. When The Doctor smuggled medicine in, his condition began improving, but he died of secondary infection that spread rapidly. He did not receive treatment for the infection because he had already used up his allocation.

He purchased The Doctor and his Mobile emitter from a Dralian trader named Gar. The Doctor was appalled by Chellick's methods. When The Doctor tried to treat the patients on level red, Chellick stopped him. He discovered that The Doctor had been taking medicine from the allocator and using it to treat the patients on level red. He transferred The Doctor to level blue, and interfaced The Doctor's matrix with the allocator so that he could not acquire extra medicine. The Doctor infected Chellick with a virus that had killed a patient named Tebbis who Chellick deemed a low level person. He altered his blood to make the allocator think that Chellick was Tebbis, and the allocator identified him as a person with a low status and denied him treatment. When Chellick's staff refused to help him, in order to save himself, he allowed all level red patients to be transferred to level blue in order to receive the life saving treatment they needed.

The Level Blue nurse worked on the Dinaali Hospital Ship 4-2 under administrator Chellick. She worked on level blue which was where patients received the most care including unnecessary treatment, according to their treatment coefficient. After The Doctor was assigned to this level he instructed the nurse to increase the dosages of medicine for the patients. At first she questioned him, but he sternly warned her and she got him the extra doseage, which he used to smuggle to the patients on level red.

The husband was contacted by USS Voyager when Captain Janeway was trying to locate Gar, an alien who had stolen The Doctor's matrix. He stated he knew Gar, and that he had dealings with him and had made a mistake in dealing with him, as Gar turned out to be a con artist. He was very upset because his wife had an affair with Gar and left him.

SPECIES: Telsian Male

The Telsian Miner was contacted by the USS Voyager in an attempt to find an alien trader by the name of Gar. Gar had stolen the Doctor's matrix and sold it. The miner told Janeway that he knew Gar and had dealings with him. He said that Gar had cheated him by selling him stolen induction units and stealing iridium. He directed Voyager to a man named Kipp who might have more information on Gar.

The adulteress was one member of this species. She was contacted by USS Voyager when they were trying to find the whereabouts of Gar who had stolen The Doctor's matrix. The adulteress had recommend that her husband take Gar on as a partner in a trading deal. She told Janeway that her husband was boring and that Gar was exciting. At first, she was not going to help Janeway locate him, because she thought Janeway wanted him for herself. Only after Janeway pretended that she and Tuvok were lovers did the adulteress help them.

He agreed to sell Gar 3,000 induction units on consignment, not realizing that Gar had no intention of returning to him with the payment. Gar sold the induction units to a Telsian mining operation on an asteroid, during which he also stole some iridium ore which he traded to the USS Voyager.

Two days later, the Voyager crew tracked Gar's activities to Velos after he stole the EMH. Kipp informed them that he had mistakenly trusted Gar because of a recommendation from one of his buyers. He directed Voyager to the buyer, who had given the recommendation because his wife and Gar had been "friends".
