Professor Forra Gegen was a Voth molecular paleontologist and member of the Circle of Archeology who strongly supported the Distant Origin Theory. The theory contended that the Voth had originated on a faraway planet and had migrated to the Delta Quadrant. The government did not adhere to this theory, instead they believed that the Voth had evolved in the Delta Quadrant and were one of the first races there.

When they arrived on Voyager, he was discovered even though he was using a cloaking device. After being exposed, he shot Chakotay with a small dart that rendered him unconscious. Gegen left with Chakotay, but Veer was captured by Tuvok. He then lead Voyager to the Voth city ship.

During the trial of Gegen for heresy because of his theory, Veer, after being threatened by the Voth authorities, stated that Gegen's research was flawed and that the theory was incorrect.

He chided Frola Gegen for saying that the Voth were related to an alien species. He led the assault on the USS Voyager, and captured the crew. He demanded to know where Gegen and his associate were. He was going to do an interrogation on Captain Kathryn Janeway using mental control, but halted this plan when he was informed that Gegen was on the Voth City Ship.

She had USS Voyager transported inside a massive Voth city ship. Odala demanded that Forra Gegen return to the ship to face charges of heresy. She told him that she would order the Voyager crew killed unless he returned to face the council. He did return with Chakotay as a witness. She refused to listen to Gegen's Distant Origin Theory. Odala told Gegen that he was a disruptive influence on their society and ordered him to repudiate his claims. Gegen at first resisted, until Odala informed him that she would send the crew to a detention center. Odala had him publicly renounce his theory, in exchange for freeing the Voyager crew. Odala assigned Gegen to less controversial work.
