	PLAYED BY: James Read SPECIES: n/a He became romantically involved with Kathryn Janeway, who had been kidnapped and brain washed to think she was a laborer on Quarra. He met her at the power plant and asked her out on a date. Later he would see her at a local bar that was frequented by the workers. He walked her home, and she accepted his invitation for dinner. Janeway decided to make dinner for them, but she burned the dinner. They became romantic with each other, and Jaffen spent the night with her. After they dated for three months, she decided to move in with him.
	PLAYED BY: Don Most SPECIES: Quarren Male Kadan was a Quarren doctor who used drugs to control people who were kidnapped and used for the Quarren workforce. He made false diagnoses on people, altered their memories so he could solve the work shortage on his planet. Almost all of the USS Voyager crew was subject to this treatment. Chakotay, who was on an away mission when the crew was kidnapped, returned to the plant and attempted to expose the plot.
	PLAYED BY: John Aniston SPECIES: Quarren Male The Ambassador was contacted by Chakotay when the USS Voyager arrived at Quarra to find the missing crew that had been kidnapped and mind altered by some officals of the government. Chakotay spoke with the ambassador but received no satisfaction. The ambassador informed Chakotay that he had spoken to several of the people whose names Chakotay had given him, and none of them remember Chakotay or Voyager. The ambassador would not allow him to speak with his crewmates. He believed that Chakotay was trying to kidnap them in order to sell them to other planets who also faced labor shortages. The ambassador was unaware that the Voyager crew had been brainwashed as was Chakotay at this time. The ambassador told Chakotay that any attempt to free them would be met with force.
	PLAYED BY: Iona Morris SPECIES: n/a She hired Tom Paris to wait on tables after he was fired from the primary power plant, a feat she stated as "impressive during a labor shortage." She never gave free drinks, even to gain customer loyalty, a tradition Paris tried to convince her to break during his brief stay there. Within a few weeks, he left to return to a former life aboard a starship.
	PLAYED BY: Tom Virtue SPECIES: Quarren Male This was the shift Supervisor that Janeway reported to for her work assignment in a Quarren power distribution plant. She and most of the crew had been brainwashed and had no recollection of her past. They were used as labor in the plants.
	PLAYED BY: Michael Behrens SPECIES: Quarren Male The Coyote was a smuggler who was responsible for acquiring workers, for such places as the Quarren power plant, on Quarra.
